about the hcma organization

Established in 1895, the Hillsborough County Medical Association (HCMA) is a voluntary membership organization comprised of over 1,800 physicians and medical students in our county. The HCMA serves as the local voice for organized medicine and as a political and professional advocate for all members, regardless of specialty or practice affiliation.

Throughout the decades, HCMA leaders have led the way in caring for the health of our communities. Our mission remains steadfast as we continue to develop future leaders in healthcare with innovative programs for all members, from medical students to established physicians.

Board of Trustees

The financial affairs of the HCMA are under the supervision, and subject to the management of the Board of Trustees, which shall adopt a fiscal year budget for the Association based on an estimate submitted by the Executive Director. Expenditures not considered in the budget shall require prior endorsement and become effective only when they are determined by the Board of Trustees to be economically feasible. The Board is also responsible for final approval of all partnerships and shall report its findings and recommendations to the Executive Council. Editorial Board, The Bulletin

The Bulletin is the official publication of the HCMA and is published quarterly (printed and online). It is the goal of the Editorial Board to keep up with our progressive medical community, to enhance reader involvement, and to present editorials and advertisers in a pleasing and stimulating fashion. Executive Council

The affairs of the HCMA are managed by its Officers under the supervision and control of the Executive Council which, except as otherwise specified in the Certificate of Reincorporation or the HCMA By-Laws, shall constitute the governing body of the Association with power to transact such business as it deems advisable and in the best interest of the Association. Government Affairs Committee

An important component of the HCMA is our ability to be a presence legislatively. The Government Affairs Committee is charged with being involved with legislative efforts pertinent to the practice of medicine and to empower physicians in the legislative arena. HCMA Delegates to the FMA

HCMA Delegates to the Florida Medical Association (FMA) are elected and serve three year terms. The HCMA Delegation prepares resolutions to be submitted to the FMA House of Delegates at the FMA Annual Meeting, which is held each summer. If approved, resolutions may result in proposed legislation or FMA policy. The HCMA is allotted a minimum of 20 delegates and effort is put forth to fill all seats. Bylaws Committee

The committee recommends proposed changes to the HCMA Bylaws to the HCMA Executive Council, who in turn distributes the revisions to the HCMA membership for approval. HCMA Foundation

The HCMA Foundation, Inc., the charitable arm of the HCMA (501c3 status), was incorporated in 1997 and provides cash grants to non-profit organizations in the Tampa Bay area for programs designed to promote awareness and support of health and health related issues. Partnership with the Tampa Bay business community is a fundamental goal and has been an essential component for the success of the Charity Golf Classic, the Foundation’s major annual fundraiser. HCMA Health Insurance Co-Op

A health insurance program by physicians for physicians. In 1981 physicians banded together to create a physicians’ security and benefit plan. The primary goals of the plan are to provide affordable health insurance to physicians, their employees, and their families, use premium dollars to pay claims, provide a premium rating schedule that does not discriminate, and avoid “gatekeeper/managed care” features. Hillsborough Political Action Committee (HILLPAC)

Legislative advocacy is the most valuable benefit of HCMA membership. HILLPAC, the political arm of the HCMA, supports legislators who are friends of medicine and who understand the importance of allowing physicians to care for their patients without burdensome governmental intrusions and unnecessary insurance mandates, through contributions to HILLPAC from HCMA members. The HILLPAC Board members are elected; any contributor to HILLPAC is welcome to attend the HILLPAC meetings. Contact Elubin@hcma.net for more information.

Medical/Legal Committee

The HCMA and the Hillsborough County Bar Association (HCBA) joined efforts to update the HCMA/HCBA Medical Legal Code, which was originally created in 1983. Members of the HCMA and the Bar Association collaborated to clarify several topics in the Code as well as address issues not present in previous editions. The Code is reviewed by the committee annually. The committee also created a Medical/Legal Hotline. Membership Dinners

HCMA holds four membership dinners per year. The events consist of social hours, exhibit visitations, and informative speakers. An Annual Installation Dinner is held in May, in which the new HCMA president is installed and newly elected officers and representatives are announced. Physician Wellness Committee (PWC)

The PWC is instrumental in the ongoing efforts and success of HCMA’s fully funded Physician Wellness Program. The PWP features, among other benefits, completely confidential, convenient, complimentary access to professional psychological services for all HCMA members.
